10.3.22 Resources

Description

Resources are the types of technology which can be used to perform a Function. A Resource is described in terms of its physical characteristics (capacity, lifetime) and its costs (capital, operations, maintenance, etc.). A resource can be persistent (provides ongoing capacity e.g., number of ports on a switch) or consumable (capacity is transient and can be used up by aggregate demand in a period e.g., a contractor with a capacity of 7.5 working hours in a day).

Resources are installed on the basis of demand from Services or Transformations, subject to various additional utilisation and deployment constraints.

The installation of Resources is the main source of costs within a model. For each Resource there are a wide variety of inputs and features which control how it is costed, installed and removed from the network. These details are explained in the relevant features in this section.

Resource costs are allocated to Services on the basis of current and historical usage. The Cost Allocation data for each Resource describes how these allocated costs should be distributed between the Connection, Rental and Usage Tariffs of each Service – see 10.3.5 Cost Dependent tariffs.
